The Putnam County Personnel Department is seeking qualified candidates for the position of Deputy Personnel Officer.
This is a Competitive position under New York State Civil Service Law. Per NYS Civil Service Law, any appointment to this position will be made on a Provisional basis, pending the future administration of a Civil Service examination.
DESCRIPTION OF DUTIES: This is an administrative and technical position involving responsibility for planning, initiating and directing a comprehensive personnel program for County employees. The Deputy Personnel Officer is responsible for assisting in the administering and enforcing the provisions of the New York State Civil Service Law as they relate to the County departments, towns, villages, public libraries, school districts and special districts. Additionally, the incumbent assists in the County's labor relations, retirement and health insurance programs. The work is performed under the supervision of the Personnel Officer with wide leeway allowed for the exercise of independent judgment in implementing the general personnel policies and objectives of the department. General supervision is exercised over the work of all department employees. Does related work as required.
SOME TYPICAL WORK ACTIVITIES:
- Directs various professional, technical and clerical personnel in performing the following: position classification, specification writing, recruitment, payroll certification, eligible lists creation and maintenance, salary surveys.
- Interprets and applies Civil Service Law in formulation of policy and procedures; Meets with departmental representatives on the application of Civil Service Law and Rules and conducts formal an informal salary and classification hearings with employees.
- Assists in coordinating the employee benefit programs such as retirement, health insurance and other benefits.
- Makes special studies and recommendations on the development of programs, the impact of proposed decisions, organization changes, and legislation affecting personnel and labor relations activities.
- Assists in the initiation and improvement of public personnel administration in the towns, villages, school districts, public libraries and special districts in Putnam County.
- Assists in developing in-service training courses for County departments.
- Administers provisions of labor agreements between the County and its employees.
- Participates in the negotiation and enforcement of employee-employer contracts and agreements.
- Assists in developing the annual department budget and regulates all departmental expenditures.
- Represents the County on personnel matters with the public, government officials and professional groups.
MINIMUM QUALIFICATIONS: Either
- Master’s degree, or higher, in industrial or labor relations, public administration, legal studies, social sciences, human resources, personnel, business administration, or a closely related field and five (5) years of professional experience in public personnel/human resources administration; or
- Bachelor’s degree in industrial or labor relations, public administration, legal studies, social sciences, human resources, personnel, business administration, or a closely related field and seven (7) years of professional experience in public personnel/human resources administration; or
- Master’s degree, or higher, and seven (7) years of professional experience in public personnel/human resources administration; or
- Bachelor’s degree and nine (9) years of professional experience in public personnel/human resources administration.
PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
SCHEDULE: Full-Time, Monday-Friday
SALARY RANGE: $110,000 – $115,000 per year (2026)
